California Insurance Overview
California (CA) requires all drivers to carry minimum liability insurance. Non-owner car insurance is available for residents who don't own a vehicle but still need to maintain coverage, whether for SR-22 requirements, rental car usage, or occasional driving.
Minimum Liability Coverage: 30/60/15$30,000 bodily injury per person / $60,000 per accident / $15,000 property damage. Minimums raised under SB 1107, effective January 1, 2025.
Uninsured Motorist: Uninsured motorist coverage must be offered; can be rejected in writing.
Notes: California has a mandatory good-driver discount and Proposition 103 rate regulation, which requires CDI pre-approval for rate changes and affects non-owner pricing. The state also runs a Low Cost Auto Insurance Program (CLCA) for income-eligible drivers that can apply to non-owner policies.
